AN ACT EXTENDING THE TERM OF THE SECOND CONGRESSIONAL COMMISSION ON EDUCATION, AMENDING FOR THE PURPOSE REPUBLIC ACT NO. 11899 OR THE "SECOND CONGRESSIONAL COMMISSION ON EDUCATION (EDCOM II) ACT"



Be it enacted by the Senate and House of Representatives of the Philippines in Congress assembled:

SECTION 1. Section 3 of Republic Act No. 11899 or the "Second Congressional Commission on Education (EDCOM II) Act", is hereby amended to read as follows:

 
"SEC. 3.Objectives of EDCOM II.- In order to place education at the center of the development policies of the State, guided by a national vision on education, EDCOM II shall:
 
 
(a) x x x;
 
 
(b) x x x;
 
 
(c) x x x;
 
 
(d) x x x;
 
 
(e) x x x;
 
 
(f) x x x;
 
 
(g) Provide strategic direction in the development of policy reforms related to the alignment of curricula, pedagogies, and assessment systems with globally recognized benchmarks, and utilization of measurable learning outcomes to ensure that the quality of Philippine education, both public and private, meets international standards;
 
 
(h) Develop long-term and sustainable solutions to address challenges and gaps in school infrastructure, learning resources, and the qualification, training, and professional development of teachers and school leaders to provide safe, inclusive, and effective learning environments for all learners; and
 
 
(i) Update the national agenda and roadmap, as may be necessary, to integrate advancements in artificial intelligence, digital and green technologies, and other emerging innovations to future-proof the education system and strengthen the country's competitiveness and workforce readiness."

SEC. 2. Section 6 of the same Act is hereby amended to read as follows:


 
"SEC. 6.Duration of EDCOM II .- The Commission shall accomplish its mandate within three (3) years from its organization. It shall organize itself and commence its mandate upon the effectivity of this Act.
 
 
Upon completion of the initial three (3) mandate, the Commission shall continue to operate for an additional period of two (2) years to conduct further research and consultations as may be necessary, and to exercise oversight over the implementation of the National Education and Workforce Development Plans. During this period, the Commission shall work closely with the DepEd, CHED, Department of Social Welfare and Development (DSWD), Department of Health (DOH), and TESDA, together with the relevant committees of the Senate and the House of Representatives, and other concerned agencies, stakeholders, and sectors, to ensure their direct and substantive participation in aligning education and training systems with national development and labor-market needs and in supporting the institutionalization of long-term reforms."

SEC. 3.Appropriations.- The amount necessary for the initial implementation of this Act shall be charged against the available appropriations of the Senate and the House of Representatives. Thereafter, the amount necessary for its continuous implementation, including any deficiency in the current year, shall be included in the annual General Appropriations Act, subject to existing budgeting, accounting, and auditing rules and regulations.

SEC. 4.Separability Clause.- If any portion or provision of this Act is declared unconstitutional, the remainder of this Act or any provision not affected thereby shall remain in force and effect.

SEC. 5.Repealing Clause.- Any law, presidential decree, issuance, executive order, letter of instruction, rule, or regulation inconsistent with the provisions of this Act is hereby repealed or modified accordingly.

SEC. 6.Effectivity.- This Act shall take effect after fifteen (15) days following its publication in theOfficial Gazetteor in a newspaper of general circulation.

This Act was passed by the Senate of the Philippines as Senate Bill No. 1483on December 2, 205 and adopted by the House of Representatives as an amendment to House Bill No. 6429 on December 22, 2025.
