REPUBLIC ACT NO. 12293 AN ACT UPGRADING THE QUIRINO PROVINCE MEDICAL CENTER IN THE MUNICIPALITY OF CABARROGUIS, PROVINCE OF QUIRINO, INTO A LEVEL III GENERAL HOSPITAL, AND APPROPRIATING FUNDS THEREFOR September 12, 2025

AN ACT UPGRADING THE QUIRINO PROVINCE MEDICAL CENTER IN THE MUNICIPALITY OF CABARROGUIS, PROVINCE OF QUIRINO, INTO A LEVEL III GENERAL HOSPITAL, AND APPROPRIATING FUNDS THEREFOR



Be it enacted by the Senate and House of Representatives of the Philippines in Congress assembled:

SECTION 1. The Quirino Province Medical Center (QPMC) in the Municipality of Cabarroguis, Province of Quirino, is hereby upgraded into a Level III general hospital under the direct supervision and control of the Provincial Government of Quirino.

SEC. 2. The authorized bed capacity of the QPMC shall be increased from one hundred fifty (150) beds to two hundred fifty (250) beds. Any future increase in bed capacity shall be consistent with its hospital development plan.

SEC. 3. The existing professional health care services and facilities of the QPMC shall also be upgraded to conform with and be commensurate to its upgrading as a Level III general hospital and the increase of bed capacity as provided for in Sections 1 and 2 hereof.

SEC. 4. The existing workforce of the QPMC, which includes doctors, nurse, and support personnel, shall be increased accordingly.
SEC. 5. The Medical Center Chief shall prepare the hospital development plan of the QMPC, to be approved by the Provincial Governor, and submitted to the Department of Health. The plan shall prescribe the implementation milestones for the upgrading of the QPMC into a Level III general hospital and the increase in its bed capacity.
 

SEC. 6. The Provincial Government of Quirino shall provide the necessary funds to cover the maintenance and other operating expenses of the QPMC. It shall also appropriate funds for the additional human resource complement to support the upgrading of its professional healthcare services and facilities, and the increase in its bed capacity.

SEC. 7. The Secretary of Health shall include in the Department's subsidy program for the next three (3) years its support for the capital outlay requirements to upgrade and expand the hospital facilities and medical equipment of the QPMC as a Level III general hospital under its hospital development plan.

SEC. 8. If any provision or part of this Act is declared unconstitutional, the remaining parts or provisions not affected shall remain in full force and effect.

SEC. 9. All laws, executive orders, issuances and rules and regulations inconsistent with this Act are hereby repealed or modified accordingly. 

SEC. 10. This Act shall take effect after fifteen (15) days following its publication in theOfficial Gazetteor in a national newspaper of general circulation.

This Act, which originated in the House of Representatives, was passed by the House of Representatives on March 18, 2024, amended by the Senate of the Philippines on June 9, 2025, and which amendments were concurred in by the House of Representatives on June 10, 2025.
