REPUBLIC ACT NO. 4733 AN ACT AUTHORIZING THE APPROPRIATION OF ONE HUNDRED THOUSAND PESOS FOR THE ESTABLISHMENT OF A CERAMICS PROCESSING PLANT IN THE MUNICIPALITY OF SAN NICOLAS, PROVINCE OF ILOCOS NORTE, AND FOR OTHER PURPOSES. June 18, 1966

Be it enacted by the Senate and House of Representatives of the Philippines in Congress assembled:

SECTION 1. There is hereby established a ceramics processing plant in a place to be chosen by the Commissioner of the National Institute of Science and Technology in the Municipality of San Nicolas, Province of Ilocos Norte, where sufficient quantities of ceramics materials are found.

SEC. 2. The ceramics processing plant shall have the following functions:

1. Study the efficient utilization of ceramic raw materials of the locality;
   
2. Process and compound whatever clay or other ceramics raw materials that may be found in the locality for sale at cost to potters;
   
3. Mix ceramics materials for glaze to be sold at cost to potters;
   
4. Construct a community kiln for the use of local potters at nominal cost;
   
5. Teach, guide and demonstrate to local potters the making of different kinds of ceramics products such as structural hollow clay blocks, building bricks, tiles, and household potter ware, like flower vases, art ware, containers, dinner ware, drinking vessels, insulators, etc; and
   
6. Conduct such researches or studies as may be necessary for the efficient and effective functioning of the plant.
   

SEC. 3. The ceramics processing plant shall be headed by a chief ceramics technologist and shall have such personnel as may be necessary.  They shall be appointed by the Chairman of the National Science Development Board, upon recommendation of the Commissioner of the National Institute of Science and Technology and subject to the approval of said Board.The Chief Ceramics Technician shall be responsible for the effective and efficient operation of the ceramics processing plant.  He shall be under the operational direction and supervision of the Commissioner of the National Institute of Science and Technology.SEC. 4. Interested parties desiring to be trained in ceramics at the ceramics unit of the Industrial Research Center, National Institute of Science and Technology, may apply to the head of the ceramics processing plant and, upon approval of their application by the Commissioner of the National Institute of Science and Technology, shall be given a daily allowance not exceeding five pesos for a period not more than three months and transportation expenses from and to their province.  The number of trainees and their qualifications shall be determined by the Commissioner of said Institute.SEC. 5. The proceeds from the sale of products and/or materials as well as services rendered by the ceramics processing plant and the unexpended balance of its annual appropriation shall be used as a revolving fund for the operation of the plant, improvement of its products, a other studies connected with the project.SEC. 6. Should the plant be sold to a private individual or corporation, the proceeds shall be employed for establishment of similar plant or plants in other regions be determined by the Commissioner of the National Institute of Science and Technology with the approval of the Chairman of the National Science Development Board.SEC. 7. To carry out the purposes of this Act, including the purchase of land, equipment, materials, supplies and the construction of buildings and shops in connection with the work, there is hereby authorized to be appropriated, out of any funds in the National Treasury not otherwise appropriated, one hundred thousand pesos for the fiscal year nineteen hundred sixty-seven.  Such amounts as may be necessary for the operating expenses of the plant in succeeding fiscal years shall be included in the annual General Appropriations Act.SEC. 8. This Act shall take effect upon its approval.Approved, June 18, 1966.
