MMDA REGULATION NO. 10-001, S. 2010 FURTHER AMENDING MMDA REGULATION NO. 96-005 BY INCREASING THE FILING AND PROCESSING FEES FOR THE ISSUANCE OF UNIFIED VEHICULAR VOLUME REDUCTION PROGRAM (UVVRP) EXEMPTION CERTIFICATE January 21, 2010

WHEREAS, MMDA Regulation No. 96-005 as amended by MMDA Regulation No. 98-006 prescribes ONE HUNDRED PESOS (Php 100.00) filing and processing fees for the issuance of Exemption Certificate to owners of vehicles that are considered exempted from Unified Vehicular Volume Reduction Program (UVVRP);

WHEREAS, Section 6(d) of Republic Act No. 7924 expressly provides that one of the functions of the Metro Manila Council includes the imposition of service and regulatory fees;  thus:

“Sec. 6 Functions of the Metro Manila Council. –

(d) It shall promulgate rules and regulations and set policies and standards for metro-wide application governing the delivery of basic services,prescribe and collect service and regulatory fees,and impose and collect fines and penalties.”

WHEREAS, considering the amount of time, supplies and materials and other resources required for the actual processing of UVVRP Exemption Certificates, the Metro Manila Council deems it necessary to increase the filing and processing fees for the issuance of UVVRP exemption certificate;

NOW, THEREFORE, pursuant to Section 6 (d) of RA 7924, this Regulation is hereby promulgated and adopted by the Metro Manila Council, that owner/s of motor vehicles seeking exemption from UVVRP shall pay the following filing and processing fees:

a. Filing Fee	– Php 150.00
b. Processing Fee	– Php 150.00

This Regulation shall take effect January 4, 2010.
