ESTABLISHMENT OF NORTH PANAY PILOTAGE DISTRICT AS SEPARATE AND DISTINCT FROM ILOILO PILOTAGE DISTRICT
1. AUTHORITY
1.1 Section 6-a (viii) of PD 857, as amended
1.2 Section 134, Article XII of PPA Administrative Order No. 13-77
1.3 Section 6, Article II of PPA Administrative Order No. 03-85
2. SCOPE
This Order shall cover all vessels calling the ports within the North Panay area.
3. OBJECTIVE
To ensure efficient delivery of pilotage services within the North Panay area and the safe conduct of vessels navigating therein.
4. GUIDELINES
4.1Jurisdictional/Operational Area of North Panay Pilotage District
Shall embrace all the waters within the Port of Estancia, Iloilo Lat. 11o27.0’ N-Long. 123o09.0’ E; the Port of Roxas City, Capiz Lat. 11o36.4’ N-Long. 122o42.5’ E; the Port of Batan, Aklan Lat. 11o35.3’ N-Long. 122o29.6’ E; the Port of New Washington, Aklan Lat. 11o39.0’ N-Long. 122o26.0’ E; the Port of Dumaguit, Aklan at 4.6 miles off SE of Washington, Aklan and 1.0 miles NW of Batan, Aklan; the Port of Caticlan, Aklan (Potol Point) Lat. 11o56.0’ N-Long. 121o57.0’ E; including the Semirara Island lying off South end of Mindoro and extending 28 miles SE of Buruncan Point at Lat. 12o13.0’ N-Long. 121o15.0’ E.
4.2Pilots’ Boarding Stations
4.2.1 Estancia - Lat. 11o25.15’ N-Long. 123o09.35’ E
4.2.2 Culasi, Roxas - Lat. 11o37.0’ N- Long. 122o41.3’ E
4.2.3 Dumaguit and Batan - Lat. 11o36.26’ N- Long. 122o29.4’ E East of Floripon Point
4.2.4 Semirara Island - Lat. 12o03.5’ N- Long. 121o19.0’ E
4.3Authorized Number of Harbor Pilots
Pursuant to PPA Administrative Order No. 01-95 entitled “Increase in the Authorized Number of Harbor Pilot Positions in All Pilotage Districts”, the maximum number of pilots in the North Panay Pilotage District shall not be more than five (5) and the minimum number shall not be less than two (2). However, the General Manager of the Authority may increase or decrease the authorized number of pilots considering the needs of the service.
4.4Pilotage Services to be Rendered
For entering and leaving the ports within the Pilotage District of North Panay, the pilotage services required to be performed by the pilots shall be docking or mooring or anchoring and undocking or unmooring or leaving anchorage.
The special services provided under Section 3 of PPA Administrative Order No. 04-2003 entitled “Guidelines on the Pilotage Services to be Rendered in All Ports and the Corresponding Fees Therefor”, may be rendered by the pilots as requested for by the Master or vessel’s agent.
4.5Applicable Pilotage Rate
The rates prescribed under Section 5 of PPA Administrative Order No. 04-2003 shall apply for pilotage services rendered to vessels calling the North Panay Pilotage District.
4.6Pilotage Equipment and Facilities
The Pilots’ Association in the North Panay Pilotage District shall ensure that the required pilotage equipment and facilities are available at all times and in serviceable and ready-line condition, including reserved and standby equipment.
4.7Compliance with PPA Policies, Rules and Regulations on Pilotage
The Harbor Pilots/Pilots’ Association under the jurisdiction of North Panay Pilotage District shall strictly comply with all the policies, rules and regulations pertaining to pilotage operation issued by the Authority. This include, among others, the remittance to the Authority of the government share of not less than ten percent (10%) of the Association’s monthly gross income derived from pilotage service.

6. FINAL PROVISIONS
6.1Repealing Clause
All PPA orders, rules and regulations, policies, guidelines inconsistent herewith are hereby repealed or amended accordingly.
6.2Effectivity
This Order shall take effect fifteen (15) days after its publication in any newspaper of general circulation.
