ALLOWING INDIVIDUAL QUEDANNING OF “D” SUGAR – AN AMENDMENT TO SUGAR ORDER NO. 4, SERIES OF 2006-2007 RE: CONVERSION OF “C” OR RESERVE SUGAR INTO “D” OR WORLD MARKET SUGAR AND THE REVISED SUGAR CLASSIFICATION AND PERCENTAGE ALLOCATION
WHEREAS, paragraph 2 of Section 2 of Sugar Order No. 4, Series of 2006-2007 dated 26 October 2006 orders mill companies to “issue consolidated (block quedanning) “D” quedan-permits to planters (planters’ share) in the name of the planters’ association/ cooperative as assignee, attached thereto the list of planters by planters’ association/ cooperative and their corresponding volumes of “D” sugar”.
WHEREAS, the policy of block quedanning of “D” sugar was formerly initiated to facilitate its shipment to the world market to stabilize the prices of “B” or Domestic sugar;
WHEREAS Section 3 of Sugar Order No. 4 has also made the “D” sugar available to the food processors of sugar-based products for export (after having it reclassified as “E” sugar per Sugar Order No. 4-A, Series 2006-2007) under the Customs Bonded Warehouse (CBW) chargeable to their 2007 import allocation thus, the individual planters may now easily negotiate their “D” sugar to local sugar traders;
WHEREAS the Sugar Regulatory Administration (SRA) has received requests for individual quedanning of “D” sugar;
WHEREAS to allow the individual quedanning of “D” sugar, Sugar Order No. 4, Series of 2006-2007 needs to be amended;
NOW, THEREFORE, under and by virtue of the authority vested in the Sugar Regulatory Administration (SRA), it is hereby ordered that:
SECTION 1. Section 2 of Sugar Order No. 4, Series 2006-2007 is hereby amended to read as follows:
SECTION 2. Provisions of Sugar Orders, Circular Letters and/or other regulations contrary to or inconsistent with this Sugar Order are hereby amended, modified, or revoked accordingly.

NOW, THEREFORE, under and by virtue of the authority vested in the Sugar Regulatory Administration (SRA), it is hereby ordered that:
SECTION 1. Section 2 of Sugar Order No. 4, Series 2006-2007 is hereby amended to read as follows:
“Section 2. Quedanning of the “D” World Market Sugar. The quedanning of the “D” or World Market sugar production starting 05 November 2006, shall be using the “A” or U.S. Quota sugar quedan-permit forms of CY 2006-2007 after the said “A” quedan-permits have been properly stamped as “D” and validated by the SRA Sugar Production and Regulation Officers (PCROs) assigned at the millsites.
Mill company(ies) shall, on a weekly basis, issue consolidated (block quedanning) “D” quedan-permits to planters (planters’ share) in the name of the planters’ association/cooperative as assignee, attached thereto the list of planters by planters’ association/cooperative and their corresponding volumes of “D” sugar.
For the non-affiliated planters, quedanning of the “D” sugar shall be joined with those of the mill or any planters’ association/cooperative of their choice, attached thereto the list of planters and their corresponding volumes of sugar.
Sugar planters may be “independent”, i.e. have their quedans issued individually, by informing the SRA in writing about it, copy furnished the mills.
SECTION 2. Provisions of Sugar Orders, Circular Letters and/or other regulations contrary to or inconsistent with this Sugar Order are hereby amended, modified, or revoked accordingly.
