MTRCB MEMORANDUM CIRCULAR NO. 18-03 THEATER PRACTICE REGARDING THE MTRCB DEPUTY ID/MTRCB PASS August 04, 2004

Reports reaching this Agency say that theater operators/managers/personnel have beenrequiringDEPUTY CARD HOLDERS, before allowing or admitting them to the exhibition of a movie, to SECURE ENTRY PASS & VISITORS' ID at a venue (for example from cinema 1 to cinema 9) different and quite far from the theater the Deputies would like to enter.  This is actually making it difficult for the Deputy Card Holder to enter the theater and in effect HINDERING/OBSTRUCTING him or her from performing his/her duties (monitoring the movie) as MTRCB Deputy.

Tohinderorobstructa Deputy from performing his monitoring duty is a violation of P.D. No. 1986 and the Implementing Rules and Regulations.

Hence, you are hereby directed torefrain from said practice.  ENTRY PASSES/VISITORS' ID should be obtained from the particular theater the Deputy wants to enter andshould be issued by the theater personnel to whom the MTRCB DEPUTY CARD is presented.

Please be advised that a violation of this circular constitutes an infraction of Section 11 of P.D. No. 1986 so that your strict compliance to the same is hereby enjoined.
