MMDA RESOLUTION NO. 02-27, s. 2002 AUTHORIZING THE MMDA CHAIRMAN TO IMPLEMENT VEHICLE TAGGING BY PAINTING THE LICENSE PLATE NUMBER ON THE ROOF OF ALL REGISTERED AND FRANCHISED PUBLIC UTILITY VEHICLES (PUVS) PLYING ALONG MAJOR AND SECONDARY THOROUGHFARES OF METRO MANILA July 25, 2002

WHEREAS, R.A. 7924 empowers the Metropolitan Manila Development Authority to coordinate, monitor and formulate policies, standards, programs and projects concerning transport and traffic management in Metro Manila, which involve among other things, the administration and implementation of all traffic enforcement, operations, traffic engineering services and traffic education programs, including the institution of a system to regulate road users and the institution of a single ticketing system;

WHEREAS, some drivers of Public Utility Vehicles (PUVs) continue to violate traffic laws especially during rush hours; 

WHEREAS, traffic laws require the attachment and display of license plate and its number of designated body portion of the vehicle; 

WHEREAS, the aforesaid system is one way of identifying vehicles especially those that are involved in accidents; 

WHEREAS, there is a need to adopt a measure that could help in easily identifying out of route/colorum vehicles operating along the major and secondary thoroughfares of Metro Manila; 

WHEREAS, pursuant to Section 7 (d) of RA 7924, the MMDA Chairman is empowered to execute policies and measures approved by the Council and be responsible for the efficient and effective day-to-day management of the operations of the MMDA. 

WHEREAS, the Metro Manila Council (Council) deems it necessary to implement vehicle tagging by painting the same plate number on the roof of all registered and franchised PUVs for immediate identification and at the same time be of help in the enforcement of traffic rules and regulations; 

WHEREAS, there is an urgent necessity to implement and achieve the above traffic improvement measure as the current situation warrants. 

NOW, THEREFORE, be it resolved as it is hereby resolved, pursuant to Section 6 of Republic Act No. 7924, that the Council hereby authorizes the MMDA Chairman to implement vehicle tagging by painting the license plate number on the roof of all registered and franchised PUVs plying along major and secondary thoroughfares of Metro Manila. 

This Resolution shall take effect upon approval.
