REGULATIONS GOVERNING THE OPERATION OF HIGH SPEED CRAFTS
1. Philippine Merchant Marine Rules and Regulations, 1997
a. Regulation XVII/2 — Definition
High Speed Craft — is a craft capable of maximum speed in meters per second (m/s) equal to or exceeding
0.1667 3.7 Vwhere: V — displacement corresponding to the design waterline in m3
b. Regulation XVII/3 — General Provisions
3.2 Compliance with structural standards of a classification society recognized by the Administration may be accepted as satisfactory proof of the structural adequacy of a craft.

Henceforth, in the implementation, enforcement and interpretation of rules and regulations pertaining to high speed crafts, the above-mentioned provisions under the Philippine Merchant Marine Rules and Regulations, 1997 and/or Memorandum Circular No. 148 shall prevail.
