MEMORANDUM CIRCULAR NO. 48 DIRECTING ALL GOVERNMENT AGENCIES AND INSTRUMENTALITIES AND ENCOURAGING LOCAL GOVERNMENT UNITS TO ADOPT AND IMMEDIATELY IMPLEMENT LOW-COST ENERGY EFFICIENCY AND CONSERVATION MEASURES May 27, 2024

DIRECTING ALL GOVERNMENT AGENCIES AND INSTRUMENTALITIES AND ENCOURAGING LOCAL GOVERNMENT UNITS TO ADOPT AND IMMEDIATELY IMPLEMENT LOW-COST ENERGY EFFICIENCY AND CONSERVATION MEASURES



WHEREAS,Section 2 of Republic Act (RA) No. 7638 or the "Department of Energy (DOE) Act of 1992" declared it a policy of the State to ensure continuous adequate and economic supply of energy through judicious conservation and efficient utilization of energy in accordance with the country's growth and economic development;

WHEREAS,Section 2 of RA No. 11285 or the "Energy Efficiency and Conservation (EEC) Act" declares it a policy of the State to: (i) institutionalize EEC as a national way of life; (ii) secure sufficiency and stability of energy supply; and (iii) protect the environment in support of the economic and social development goals of the country;

WHEREAS,Administrative Order No. 15 (s. 2024) mandates the accelerated implementation of the Government Energy Management Program (GEMP),a government-wide program aimed to reduce the government's monthly consumption of electricity and petroleum products through efficient use and conservation of energy and fuel, among others;

WHEREAS,there is a need to further intensify efficient utilization and conservation efforts of electricity and fuel to avoid possible power interruptions amidst the ongoingEl Niñophenomenon, taking into consideration its impact in the operations of power plants in the country;

NOW, THEREFORE,the following are hereby ordered:

All departments, agencies, bureaus, and offices of the National Government are hereby directed, and all local government units (LGUs) are hereby encouraged to, among others:

 
1.
Intensify efforts to ensure efficient and judicious utilization of energy, consistent with the GEMP;
2.
Adopt and immediately implement low-cost EEC measures, such as but not limited to: (a) rationalizing the use of power during peak demand hours; (b) maintained ambient temperature of 24oC in airconditioned spaces; (c) turning off unused lights and air-conditioning units; and (d) activating sleep settings on all office equipment; and
3.
Prepare necessary measures in the case of power interruptions, with the end in view of ensuring the continuous and effective delivery of government services to the public.

The DOE, in coordination with the Presidential Communications Office, is hereby directed to develop effective ways of communicating EEC measures to all government agencies, as well as the public.

This Circular shall take effect immediately.
