CREATING THE OFFICE OF THE PRESIDENTIAL ADVISER FOR SUSTAINABLE AND RESILIENT COMMUNITIES UNDER THE OFFICE OF THE PRESIDENT, DEFINING ITS MANDATE, POWERS AND FUNCTIONS



WHEREAS, the Philippine Development Plan (PDP) 2023-2028 envisions economic and social transformation toward a prosperous, inclusive, and resilient society, including the establishment of livable and sustainable communities and strengthened resilience to natural hazards and climate change;

WHEREAS,the 17 Sustainable Development Goals of the United Nations 20230 Agenda are officially institutionalized through PDP 2023-2028, serving as the country's roadmap for the implementation of its socioeconomic vision;

WHEREAS,the Philippines remains highly vulnerable to natural hazards and climate-related risks that disrupt communities, livelihoods, and local economies;

WHEREAS,there is a need for sustained executive-level coordination and monitoring to ensure the effective implementation of Presidential directives and priority national initiatives aimed at strengthening local community resilience;

WHEREAS,there is a need to further strengthen the existing mechanism for the coordination, integration, and implementation of the Government's initiatives, plans, policies, and programs aimed at strengthening local community resilience, as well as to establish a robust monitoring system to ensure a cohesive and sustained approach to addressing the impacts of disasters and other disruptions affecting communities and local economies;

WHEREAS,Section 17, Article VII of the Constitution vests in the President the power of control of all executive departments, bureaus, and offices, and the mandate to ensure the faithful execution of laws;

WHEREAS,Section 31, Chapter 10, Title III of Executive Order No. 292, otherwise known as the "Administrative Code of 1987," provides that the President shall have the continuing authority to reorganize the administrative structure of the Office of the President;

WHEREAS,Section 99 of the General Provisions of Republic Act No. 12314, otherwise known as the "General Appropriations Act for Fiscal Year 2026," authorizes the President to modify the organizational structure within the Executive Branch whenever public interest so requires;

NOW, THEREFORE, I, FERDINAND R. MARCOS, JR.,President of the Philippines, by virtue of the powers vested in by the Constitution and existing laws, do hereby order:

Section 1. Creation of the Office of the Presidential Adviser for Sustainable and Resilient Communities.The Office the Presidential Adviser for Sustainable and Resilient Communities (OPASRC) is hereby created to assist the President in ensuring the integration, coordination, and sustained implementation of presidential directives and priority national initiatives, aimed at strengthening local community sustainability and resilience, particularly in areas vulnerable to or affected by disasters and other disruptions impacting communities and local economies.

The OPASRC shall be headed by the Presidential Adviser for Sustainable and Resilient Communities and shall be under the control and supervision of the Office of the President (OP).

The OPASRC shall perform a coordinating and monitoring role and shall not duplicate, supersede, or otherwise diminish the mandates and functions of departments, agencies, or bodies responsible for disaster risk reduction and management, climate policy, environmental management, social protection, or local governance, including the Department of the Interior and Local Government, the National Disaster Risk Reduction and Management Council, and the Climate Change Commission, among others.

Section 2. Powers and Functions.The Adviser shall:



a.
Facilitate the integration and alignment of national government initiatives, plans, policies, and programs aimed at promoting sustainable and resilient communities, including initiatives relating to disaster risk reduction, climate adaptation, environmental stewardship, and sustainable local development;

 b.
Coordinate with national government agencies, local government units, and relevant stakeholders to support the effective implementation of presidential directives and priority national initiatives relating to sustainable and resilient communities;

 c.
Monitor the progress of implementation of such directives and initiatives and identity gaps, bottlenecks, or coordination issues affecting efforts to promote sustainability and resilience of communities;

 d.
Provide the President with periodic updates and recommendations on measures to strengthen sustainable and resilient communities and enhance the implementation of relevant national initiatives;

 e.
Undertake consultations and field engagements, as necessary, with Local Chief Executives and relevant stakeholders to assess implementation and gather feedback from communities affected by or vulnerable to disasters, climate-related risks, or other disruptions;

 f.
Elevate to the President significant coordination, delivery, or implementation constraints affecting the fulfillment of presidential directives and initiatives, relating to sustainable and resilient communities, and recommend appropriate courses of action; and


g.
Perform such other functions as may be necessary or incidental to the foregoing, or as may be directed by the President.

Section 3. Convergence.All departments, agencies, bureaus, offices, and instrumentalities of the Executive Branch are hereby directed to render full and timely assistance and cooperation to the OPASRC and provide such information and data as may be required to carry out its mandates. The OPASRC may call upon the assistance of such other agencies of the Government, as may be necessary in the performance of its functions.

Section 4. Organizational Structure and Staffing Pattern.The OPASRC, in coordination with the Office of the Deputy Executive Secretary for Finance and Administration, shall determine the appropriate organizational structure, staffing pattern and corresponding qualification standards for all positions in the OPASRC, and submit the same for review and approval of the President and/or the Department of Budget and Management (DBM), subject to existing laws, rules and regulations, including the Organization and Staffing Standards and Guidelines issued by DBM and the Civil Service Commission.

Section 5. Funding.The funds necessary for the implementation of this Order shall be charged against appropriate funding sources under the OP, subject to relevant budgeting, accounting, and auditing rules and regulations. Thereafter, the subsequent funding requirements for the purpose shall be included in the budget proposal of the OP, subject to the usual budget preparation process.

Section 6. Separability.If any section or part of this Order is declared unconstitutional or invalid, the other sections or provisions not otherwise affected shall remain in full force and effect.

Section 7. Repeal.All issuances, order, rules, and regulations, or parts thereof that are inconsistent with this Order are hereby repealed or modified accordingly.

Section 8. Effectivity.This Order shall take effect immediately upon its publication in the Official Gazette.
